If you have multiple FFEL Consolidation loans, you can consolidate those together into a Direct Consolidation to eligible for PSLF and IDR Forgiveness.
If you have a singe FFEL Consolidation loan, it is possible to consolidate, however you must meet one of the three requirements set by The Department of Education:

If you’re in default or your loan is delinquent and you agree to repay your new Direct Consolidation Loan under an income-driven repayment plan

In order to qualify for the PSLF Program

If you are an active duty service member and want to take advantage of the “no accrual of interest benefit”, which states that you’re not required to pay the interest that accrues during periods of qualifying active duty military service (for up to 60 months) on the portion of a Direct Consolidation Loan that repaid a Direct Loan Program or FFEL Program loan first disbursed on or after Oct. 1, 2008
If you do not meet one of these three requirements, you will be unable to consolidate into a Direct Consolidation loan and you will only be eligible to pursue the Income Based Repayment (IBR) plan.
