In short: most, but not all, federal loans qualify for relief.
Qualifying Loans:
- Federal, direct loans
- Federal Family Education Loans(FFEL) that are held by the Department of Education
- Commercially-held FFEL loans which are in Default
Not Qualified Loans:
- Commercially-held FFEL Loans which are NOT in Default
- Perkins Loans owned by your college
- Private loans
The Department of Education explicitly states that the 0% interest benefit applies to all federal student loans, but excludes college-held Perkins Loans, private loans, and most commercially-held FFEL Loans.
Some states have taken action to cover loans not included in the CARES Act and Executive Order relief such as commercially-held FFEL, Perkins Loans and private loans.
